I’m struggling at a legacy company with poor design understanding, weak leadership, and no real vision. A lot of my work is just visual design masked as UX, with no focus on problem-solving or innovation. I’m torn between trying to make changes here or finding a job that better aligns with my vision. What’s your advice?

It’s extremely hard to change a legacy organisation

Sorry to hear that.
I've also tried to change a legacy organisation but if things aren't top down, it's really really hard. I ended up quitting.
Considering you've already tried what you can, then I would focus on your job search and finding somewhere that:
  • You’re excited about going in every day
  • Challenges you and helps you grow as a designer
  • Great people and culture
  • Values design and what it could do for the business
